Shropshire council like many others throughout England, are facing significant challenges with the way they provide day care services to adults, given the current economic pressures and requirements to generate £1,950,000 (over 3 financial years) from existing day services budgets. They have already made decisions to close some of the day centres across the county (e.g The Grange) and existing centres now have to charge previously non-paying service recipients under the fairer charging policy, responding to progress in people receiving personal budgets to finance their care and support needs.

To help invigorate and further establish a market for personal budget holders across Shropshire, The Independent Living Partnership Ltd has founded a Community Interest Company called Figaro CIC.
